DISTRICT CENTRE STUDY(OPA 651)
Purpose:
Carrville District Centre is planned at the intersection of Rutherford
Road and Dufferin Street and will serve as a major commercial centre,
and focus for the surrounding residential community. The Carrville
community will have a total population of about 60,000 residents
at maturity. The District Centre will provide an opportunity for
a mix of community and pedestrian-scale retail and commercial uses,
as well as a variety of housing types. Public open spaces and urban
amenity areas will enhance the Centre and make it a 'people place'.
The District Centre Study was initiated in 2002, and included an
intensive public consultation process including local residents
and development interests. The first draft plan (OPA 651) was presented
to a Committee of the Whole Working Session on June 14, 2004. Subsequently,
additional work was undertaken to address a variety of issues and
bring the planning process to its conclusion.
The revised Official Plan Amendment #651 provides for a mix of
residential, commercial, mixed use and community facilities within
the Carrville District Centre. At maturity, the District Centre
will house approximately 11,000-12,000 residents, with 3,000-4,000
employees.
The major focus of commercial development is located in the northwest
quadrant. A traditional 'Main Street', human in scale and designed
to be pedestrian friendly, and transit-supportive, will be established
as the focus of retailing activity and located along the first north/south
local road west of Dufferin Street. Much of the balance of the centre
will be developed in mixed use format, with retail uses at grade
and offices or apartments above.
Timeframe:
The City retained an external planning consultant to carry out the
Study beginning in 2002.
Current Status:
On May 9, 2006, the revised OPA #651 was presented at a Committee
of the Whole (Working Session) and recommended for adoption by Council
on May 23, 2006. The Carrville District OPA 651 (Amendment) was adopted by Council on September 7, 2010 and is pending Region of York final approval.
