outdoor water use

OUTDOOR WATER USE (By-law 122-2003)

The City of Vaughan is committed to responsible municipal water management. Included in the City's Outdoor Water Use By-Law (122-2003) are a number of provisions to encourage conservation during the summer months.

From May 15 to September 30 each year, the outdoor use of water is restricted to ensure there is an adequate supply of water for fire protection and personal consumption.

During this time period, lawn watering, filling of pools, washing of cars, etc. is restricted as follows:

  • ODD HOUSE NUMBERS can only use outdoor water on odd calendar days between 6 a.m. and 9 a.m.; and, 6 p.m. and 9 p.m.

  • EVEN HOUSE NUMBERS can only use outdoor water on even calendar days between 6 a.m. and 9 a.m.; and, 6 p.m. and 9 p.m.

  • Industrial/Commercial/Institutional properties are restricted to watering for a maximum period of 3 hours, between 12:00 a.m. and 7 a.m.

During times when the City of Vaughan needs to restrict water use, restrictions will be implemented in stages:

  • Should a "Water Advisory" be issued, all residents will be asked to voluntarily refrain from any such outdoor water use.

  • Should an "Outdoor Water Use Ban" be enacted, the outdoor use of water is prohibited, and residents found in contravention to the ban will be charged. The maximum fine for contravening an Outdoor Water Use Ban issued under By-law 122-2003 is $5,000.

Please note that exemptions are in place for certain businesses and functions; and in all cases, freshly laid sod and newly planted shrubs and trees are exempt from such restrictions for a 4-week period.

For further information, please contact the Public Works Department at 905-832-8562.

REGION OF YORK

The Regional Municipality of York, the supplier of water to the City of Vaughan, uses a three-stage system in the event that water reservoir levels drop to a point where water restrictions are necessary and may issue an advisory at any time to municipalities with the Region of York.

STAGE 1: OUTDOOR WATER USE ADVISORY
The Stage 1 Outdoor Water Use Advisory requests all persons refrain from using municipal water from a hose, pipe, sprinkler or permanent irrigation system for the purposes of watering lawns or gardens, washing vehicles, sidewalks or driveways, and filling or topping up swimming pools.

STAGE 2: OUTDOOR WATER USE BAN
The Stage 2 Outdoor Water Use Ban states no person shall use municipal water from a hose, pipe, sprinkler or permanent irrigation system for the purposes of watering lawns or gardens, washing vehicles, sidewalks or driveways, and filling or topping up swimming pools.

  • Nurseries

  • Commercial or industrial facilities utilizing timed irrigation systems will be permitted to operate between 12 a.m. and 6 p.m. on a once per week basis

  • All-weather playing fields if failure to water will result in a permanent loss of plant material or public safety

  • Washing exterior building surfaces, including windows, parking lots, driveways or sidewalks prior to application of a product such as paint, preservative, stucco, or preparation of a surface prior to paving or repointing of bricks, or if required by law to comply with health and safety regulations

  • Commercial car washes or car dealerships

  • During a Stage 1 Outdoor Water Use Advisory and a Stage 2 Outdoor Water Use Ban, public sector entities may operate public water play areas between the hours of 12 p.m. to 4 p.m.

  • Other uses as identified by the individual area municipalities.

  • The City of Vaughan's Outdoor Water Use By-law 122-2003 mirrors these two stages in order to ensure that adequate water is available to all City residents for fire protection and personal consumption. The maximum fine for contravening the Outdoor Water Use Ban issued under By-law 122-2003 is $5,000.
